Nakheel communities (Jumeirah Park, Jumeirah Golf Estates, Palm Jumeirah) follow a separate process and are generally stricter for structural works. Structural or MEP changes also require a Dubai Municipality building permit on top of the developer NOC. Starting works without the correct approvals risks stop-work orders, fines, and forced reinstatement.
